2015 International Code with Virginia Amendments

The 2015 Virginia Uniform Statewide Building Code (USBC) contains the building regulations that must be complied with when constructing a new building, structure, or an addition to an existing building became effective Sept, 2018.

The Board of Housing and Community Development bases the technical requirements of the USBC on nationally-accepted model codes and standards. Where practical, the code provisions are stated in terms of a required level of performance to facilitate the prompt acceptance of new building materials and methods of construction. Enforcement of the USBC is the responsibility of the local government’s building inspections department. The USBC contains enforcement procedures that must be used by the enforcing agency.

The following course contains portions of the 2015 International Residential Code (IRC), the 2015 International Building Code (IBC) and the 2015 International Energy Conservation Code (IECC), including applicable USBC 2015 amendments.

After completing this course participants will be able to:

  • Identify the requirements set forth by the state of Virginia regarding building codes, ordinances, and zoning requirements.
  • Recognize and enforce the 2015 Building, Residential, and Energy Codes, and understand the process of receiving and investigating complaints.
  • Monitor and evaluate construction projects to ensure overall compliance even when there are unique circumstances and variables that may not fall under “normal” protocol..

Public Administration and Process

Instructor:  J. MacDowell

Code enforcement personnel employed by a county, city or other unit of government for the express purpose of enforcing the state building code shall be required to have experience in the construction industry and demonstrate ability to perform competent inspections throughout all phases of the construction project.

After completing this course participants will be able to:

  • Outline the process of an inspection, recognize and enforce applicable codes, and understand the process of filing, receiving and investigating complaints.
  • Be able to read designs, plot plans and maps, building diagrams (prints) and building schematics in order to verify accuracy and compliance. He/she must be able to create a logical method of inspection (sequence of events) that will reduce the risk of oversights that may endanger the health, safety and welfare of the general public.
  • Monitor and evaluate construction projects to ensure overall compliance even when there are unique circumstances and variables that may not fall under “normal” protocol, and recognize the guidelines for approval of alternative materials, design and methods of construction.
  • Plan and demonstrate the ability to efficiently manage a busy schedule of site visits, investigations, and to properly document each inspection.

2010 ADA Standards: Building Blocks and Special Elements Chapters Three, Four, Five and Eight

The ADA is one of America’s most comprehensive pieces of civil rights legislation that prohibits discrimination and guarantees that people with disabilities have the same opportunities as everyone else to participate in the mainstream of American life; to enjoy employment opportunities, to purchase goods and services, and to participate in state and local government programs and services. The 2010 Standards set minimum requirements – both scoping and technical – for newly designed and constructed, or altered state and local government facilities, public accommodations, and commercial facilities to be readily accessible to and usable by individuals with disabilities.

This four hour video course covers the third, fourth, fifth and eighth chapters of the 2010 ADA Standards for Accessible Design. The material for this course is presented by simple narration and power point video presentation, including on-site, real world video examples in various accessible buildings used by both the public and private sector.

After completing this course participants will be able to:

  • Be able recognize what exterior components can, and should comply with ADA standards.
  • Identify the ADA requirements for proper maneuvering space, clearance and accessible routes.
  • Outline at least one design strategy based on ADA standards for the construction of either a public or private building.
  • Summarize the options available to the design or building professional when designing a facility per the requirements of the ADA Standards.
